ERP began as an effort to merge the separate ledgers each department kept. Sales orders, purchase orders, material stock and cost all read from the same data.
In manufacturing, ERP is generally the layer that decides what to make, how much, and by when. It plans production, raises purchase orders, and calculates cost from completed results.
Its time resolution is typically a day or longer. The shop floor moves in minutes. That gap is why ERP inventory drifts from physical inventory and why someone ends up reconciling the two. MES exists to close it.
ERP moves inventory when a transaction is posted. The floor moves it when material is physically picked. That lag is the difference. Recording material movement at the point of work with a barcode and passing it to ERP shrinks the gap — and the month-end adjustment along with it.

It depends on where the pain is. If costing and inventory are the problem, ERP comes first. If floor history and production results are the problem, MES does. Note that without ERP, MES ends up owning master data.
ERP production modules usually cover planning and result collection. If you need equipment integration, shop-floor terminals or lot-level traceability, you need an execution layer.
Typically items, BOMs and orders flow ERP → MES, while production results and consumption flow MES → ERP. The important decision is which side owns each piece of data.
